Abstract [sv]

Bakgrund: Penningtvätt innebär att olagligt erhållna pengar omvandlas genom finansiella transaktioner för att dölja deras ursprung och få dem att verka lagliga. Denna verksamhet utgör ett allvarligt hot mot både den ekonomiska stabiliteten ochallmänhetens förtroende för banksystemet.

Syfte: Syftet med denna studie är att undersöka hur myndigheternas tillsyn påverkar bankernas arbete med att identifiera och hantera misstänkta transaktioner kopplade till penningtvätt.

Frågeställning: Hur formas bankernas arbete mot penningtvätt av de krav som ställs från tillsynsmyndigheter?

Teoretiskt ramverk: Teorin bygger på institutionell teori och institutionellt arbete för att belysa hur organisationer både formas av och själva är med och formar regler och normer.

Metod: Genom dokumentanalys av årsredovisningar och tillsynsrapporter, sekundära intervjuer samt en semistrukturerad intervju med Svenska Bankföreningen har både kvantitativa och kvalitativa data samlats in för att ge en helhetsbild av tillsynenseffekter.

Slutsats: Tillsynen leder främst till att bankerna fokuserar på formell regelefterlevnad för att undvika sanktioner. Investeringar i AI-baserade analysverktyg används ofta som ett bevis på efterlevnad snarare än som ett verktyg för proaktiv riskhantering, vilket begränsar möjligheten till ett mer effektivt och samordnat arbete mot penningtvätt.

Abstract [en]

Background: Money laundering refers to the conversion of illegally obtained funds through financial transactions to conceal their origin and make them appear legitimate. This activity poses a serious threat to both economic stability and public trust in the banking system.

Purpose: The purpose of this study is to investigate how supervision influence banks' efforts to identify and manage suspicious transactions related to money laundering.

Research question: How is banks’ anti–money laundering work shaped by the requirements imposed by supervisory authorities?

Theoretical framework: The theory is based on institutional theory and institutional work to highlight how organizations are both shaped by and themselves help shape rules and norms.

Method: Through document analysis of annual and supervisory reports, secondary source interviews, as well as a semi-structured interview with the Swedish Bankers’ Association, both quantitative and qualitative data were collected to provide acomprehensive view of the effects of supervision.

Conclusion: Supervision primarily leads banks to focus on formal compliance to avoid sanctions. Investments in AI-based analytical tools are often used as proof of compliance rather than as a means of proactive risk management, which limits the potential for a more effective and coordinated effort against money laundering.
