I takt med de omfattande demografiska utmaningarna Sveriges kommuner står inför med ett växande kompetensbehov, sker ett avgörande generationsskifte på arbetsmarknaden. Med nya förväntningar, värderingar och syn på arbetslivet förväntas Generation Z (1995-2010) gradvis inta arbetsmarknaden samtidigt som Baby Boomers (1946-1964) går i pension. Sveriges kommuner och regioner (SKR), uppmanar kommuner enskilt att arbeta proaktiv för att lyckas attrahera, behålla och utveckla sina medarbetare för att säkerställa kompetensförsörjningen, där Generations Z:s inställning till kommunala arbetsplatser kan komma att spela en avgörande roll. Därför krävs en fördjupad förståelse för Generation Z uppfattning om kommunala anställningar och vad som faktiskt attraherar och engagerar denna generation.

Denna studie har utförts med Skövde kommun och syftar till att undersöka vad Generation Z har för uppfattning om kommunala anställningar och vad de prioriterar i arbetslivet. Genom en kombination av kvalitativ metod i form av sex intervjuade chefer från kommunen, samt en kvantitativ enkätundersökning med 173 respondenter från Generation Z, har flera viktiga insikter kunnat identifieras. Trots att kommuner ofta erbjuder trygghet, goda förmåner och ett meningsfullt arbete där man jobbar tillsammans mot gemensamma mål - faktorer som Generation Z själva uppger som viktiga – är det fortfarande 80% som ser sig själva ta en privat anställning före kommunal. Med låg kännedom om kommunala anställningar pekar resultatet på att Generation Z inte nödvändigtvis avvisar kommunala anställningar för vad de erbjuder, utan snarare saknar vetskap om vad de erbjuder. Med detta konstateras ett tydligt informations- och kommunikationsgap där kommunala organisationer behöver lägga ett större fokus på extern Employer Branding för att lyckas nå ut till Generation Z. Deras prioriteringar kring arbetsmiljö, utvecklingsmöjligheter, balanserad livsstil och meningsfullhet behöver speglas tydligare.

Abstract [en]

The combination of demographic change and increasing competence demands is creating new challenges for Sweden’s municipalities, particularly as a generational shift unfolds in the labor market. As the Baby Boomer generation (1946–1964) retires, Generation Z (1995–2010) is gradually entering the workforce, bringing new expectations, values, and perspectives on work. The Swedish Association of Local Authorities and Regions (SKR) urges municipalities to act proactively in attracting, retaining, and developing employees to ensure long-term competence supply. In this context, Generation Z’s perception of municipal workplaces may play a crucial role.

In collaboration with Skövde Municipality, this study explores Generation Z’s views on municipal employment and what they prioritize in working life. Through a combination of qualitative interviews with six municipal managers and a quantitative survey with 173 Generation Z respondents, several key insights have been identified. Despite municipalities offering job security, attractive benefits, and meaningful work – factors that Generation Z claims to value – 80% still envision themselves pursuing careers in the private sector. Findings suggest that Generation Z does not necessarily reject what municipal employers offer but rather lacks awareness of these offerings.

This indicates a clear information and communication gap, highlighting the need for municipalities to enhance their external employer branding efforts. A more authentic and targeted communication strategy is required, one that clearly reflects Generation Z’s priorities, including work environment, opportunities for development, work-life balance, and a sense of purpose.
