Abstract [sv]
Denna studie hade som målsättning att fördjupa förståelsen av Försvarsmaktens HR-transformation och dess utfall för myndighetens administrativa processer, ansvarsfördelningen och strukturen. De ursprungliga intentionerna med att effektivisera personalhanteringen genom centralisering och digitalisering har undersökts med hjälp av bland annat nyinstitutionell teori, särskilt begreppen isomorfism och översättning. Respondenterna representeras av officerare och lokal HR vid fyra olika förband inom armén samt medarbetare från HRC, vilket ger olika insikter kring transformationens effekter. Studien har utgått från en kvalitativ metod med semistrukturerade intervjuer och insamling av dokument som analyserats genom tematisk analys. Resultatet visar att centraliseringen inneburit en ökad administration för officerare, längre handläggningstider och reducerad förmåga till lokal anpassning.
Abstract [en]
This study aimed to deepen the understanding of the Swedish Armed Forces' HR transformation and its outcome for the agency's administrative processes, division of responsibilities and structure. The original intentions of streamlining personnel management through centralization and digitalization have been examined using, among other things, new institutional theory, especially the concepts isomorphism and translation. The respondents are represented by officers and local HR at four different units within the army as well as employees from HRC, which provides different insights into the effects of the transformation. The study was based on a qualitative method with semi-structured interviews and collection of documents that were analyzed through thematic analysis. The results show that centralization has meant increased administration for officers, longer processing times and reduced ability to adapt locally.
