Abstract [sv]

Bakgrund: Mellanchefer befinner sig ofta i en komplex situation under förändringsprocesser, där de har en mellanposition mellan ledning och medarbetare, då det kommer krav från båda håll. Mellanchefer som arbetar i offentlig sektor har ofta många medarbetare under sig, samtidigt som det ställs krav från ledningen på att hålla strama budgetar. Genomförandet av förändringsprocesser samtidigt kan innebära svårigheter för mellanchefer. 

Syfte: Denna studie har för avsikt att ge en större förståelse för de olika utmaningar mellanchefer, inom offentlig sektor, möter under implementeringen av organisatoriska förändringar. Detta med hänsyn till att mellanchefer har ett dubbelsidigt ansvar gentemot både ledningen och medarbetarna. 

Metod: En kvalitativ studie har genomförts där datainsamlingen är baserat på nio semistrukturerade intervjuer. Samtliga respondenter är mellanchefer inom offentlig sektor. Efter genomförandet av intervjuerna transkriberades all data som därefter presenterades i studiens empiri. 

Slutsats: De utmaningar mellanchefer i offentlig sektor möter under förändringsprocesser, när de förväntas representera ledning och medarbetare, grundar sig i en mångtydig top-down-styrning från politiska beslut. De identifierade utmaningarna är utdragna förändringsprocesser innan påbörjad implementering, korta tidsförlopp under förändringsprocesser och svårigheter att ge medarbetare klara besked på grund av brist på information. Det är även en utmaning att förmedla synpunkter från medarbetare till högre chefer, samt få gehör på dessa.

Abstract [en]

Background: Middle management often find themselves in a complex situation during change process, this due to that they have a middle position between senior management and employees, when expectations are coming from both directions. Middle managers working in the public sector often have many employees under them, while at the same time being required by management to maintain tight budgets. Implementing change processes during these circumstances can imply difficulties for middle managers. 

Purpose: This study aims to provide a greater understanding of the various challenges middle managers in the public sector face during the implementation of organizational changes. This taking to account that middle managers have a dual responsibility towards both management and employees. 

Method: A qualitative study has been conducted where the data collection is based on nine semi-structured interviews. All respondents are middle managers within the public sector. Once interviews were completed, all collected data was transcribed and then subsequently presented in the study's empirical data. 

Conclusion: The challenges that middle managers in the public sector face during change processes, where they are expected to represent management and employees, come from ambiguous top-down governance from political decisions. The identified challenges are prolonged change processes before implementation begins and short time periods during change processes and difficulties in giving employees clear messages due to a lack of information. There is also a challenge conveying view points from employees to senior managers and to get heard.
