Abstract [sv]

Den svenska staten och dess myndigheter tillhandahåller och producerar mängder av data årligen. Genom att ta till vara på datan och erbjuda den till medborgarna i öppen form, vilket innebär utan begränsningar, och i maskinläsbar form kan datan vidareutnyttjas för kommersiella respektive demokratiska syften. År 2003 tog EU fram ett ramverk för hur information från myndigheter skulle kunna återanvändas och vidareutnyttjas. Som ett resultat från EU-direktivet utfärdade den svenska staten PSIlagen 2010 vilket reglerar diverse villkor gällande vidareutnyttjande av offentliga data som svenska myndigheter tillhandahåller. Tyvärr har arbetet med öppna offentliga data inte utvecklats i den takt som önskats. Det upplevs många utmaningar med tillhandahållande respektive användning av öppna offentliga data av myndigheterna själva. Detta arbete har som resultat identifierat flertal möjligheter respektive utmaningar med öppna offentliga data vid tillhandahållande och användning inom svenska myndigheter. Bland möjligheter identifierades bland annat, möjligheter till nya tjänster och innovationer, möjlighet till ökad transparens och förbättrad demokrati i samhället och möjlighet till förbättrat beslutsfattande med hjälp av öppna offentliga data. Bland utmaningar identifierades bland annat, bättre styrning och prioritering inom svenska myndigheter, bättre metadata, mer öronmärkt tid för arbete med öppna offentliga data samt införande av en nationell standard kring licensering om hur datan får användas och publiceras.

Abstract [en]

The Swedish state and its authorities provide and produce a large amount of data annually. By utilizing the data and offer it to citizens in open form, which means without limitation, and in machine readable form, the data can be reused for commercial and democratic purposes. In 2003, the EU developed a framework for how information from authorities could be reused and further utilized. As a result of the EU directive, the Swedish state issued the PSI-act in year 2010, which regulates various conditions for reutilization of public data provided by Swedish authorities. Unfortunately, the work with open government data has not developed in desired pace. There are many challenges encountered with the provision and use of open public data, experienced by the authorities themselves. As a result, this research has identified several possibilities and challenges with open public data in the provision and use within the Swedish authorities. Among the possibilities that were identified are, opportunities for new services and innovations, the opportunity for greater transparency and improved democracy in society and the opportunity for improved decision making by using open public data. Among the challenges that were identified are, better governance and prioritization within Swedish authorities, better metadata, more earmarked time for work with open public data and the introduction of a national standard for licensing on how the data may be used and published.
